24th : road to be at once from leth bridge by the canadian pacific railway iv conjunction with this telegram the news takes the following extract from the medi cine hat news as a confirmation of the intention to commence work at once : c a large party of men who will work ori the lethbridge branch of the^jpr came m from the east last night from thia telegram it would appear that mr bentley was m possesion of information show ing that the negotiations between the govertiment_and the cpr had been brought to a successful ter mination.'lt is to be sincerely hoped that sinjh is the case and that the anxiaiy and uncertainty concei^ing^tms road will very soon be at aq|b|jd the company have at least months before them during vh|bh construction can he carried fwithout interruption if considered necessary the ironing of the read cun be qommenced at three or liiore different points mac leod letftbridge and nelson b c the building of this road will mark anew era m the history ot this part of th country it will make macleod one of the most important points west of port arthur and the progress winch the town makes will depend very much on the en terprise byilayed fr>m 4 now bn by h^«^«'^nf v ;...''' \ y the delegates work tho gazette last week printed the reports presented to the coun cil by delegates mayor grady and coun uowdry bat through an oversight omitted to state the amount of the delegates expenses the sending ot these delegates to ottawa cost the town just 492.75 exclusive of some 53.00 for tele grams for all practical purposes and as a matter of convenience the amount may be placed at s5oo now that is unquestionably a very important and substantial amount to slice out of the limited revenue of the town and it i.s the privilege and duty of every ratepayer to en quire closely into what is the quid pro quo for this expenditure this is particularly the case when it is considered that there is some room for argument as to whether the ex penditure comes within the scope ot the ordinary business of the town so that it could be legally un dertaken without the submission of a by-law to the ratepayers for their approval the gazette believes that the visit of the delegates to ottawa will result m considerable benefit to the town they no doubt strengthened mr oliver's hands and the fact of the town sonding two men such a distance must im press upon tho different members of tho government that we are m earnest as regards the matters brought before them in connec tion with any remarks we may make wo disclaim any desire or in tention to criticize or discredit tlie delegates themselves for we be lieve thoy did everything m their power to accomplish the purpose for which thoy wero sent and if the town does not receive the worth of the money spent it was not their fault the question is do the ro hults justify the expenditure of the money the reports have been placed i the hands of the ratepay ers and each one can draw hi 8 own conchyn ins tt is only fair to men tion ha ever that good may ro sv\\t fro|.i such work which qanqot be specified m black and white and that we may receive benefits which may be so directly traceable to the visit of the delegates to ottawa as to show that the money had been well spent of this there will never probably be the means of judging so that for all practical purposes yfe must look to the ac tual reporta'pf the delegates m or der to decide what has been done a.s the gazette is not treating this subject m a rancorous spirit we do not propose to rip up and dissect the reports as might be done if we had the inclination after careful consideration the con clusion which we have come to is that there was really nothing ac complished which could not have | been done by correspondence and through mr oliver as regards the extension of the c.&e to mac leod mr oliver had pledged him self to look after that and there is nothing to show that he would not have done so had the delegates not been there this matter was not of much importance now as the fact of the cpr building on this side of the river with the station iv macleod made it imperative that the c&e should be extended over here we have uo doubt that the delegates succeeded m having an engineer sent to inspect the site for the kootenai bridge but a bridge on paper and a bridge m reality are two very different things again it is reasonable to suppose tb,nf ( -.\ t,v>r,nr iv.prcj-.oric.-ition 10-^liv oliver would have produced the same result the court house too bas been under consideration for a ng time if the solicitor-gener al and the minister of justice de manded a court house for macleod why did mr oliver say there was no hope for it this year we in cline to the opinion that mr oliver could and would have done all that was necessary m this matter so far as the route of the cpr through macleod was concerned we say with a certain amount of confi dence that the visit of the dele gates had nothing whatever to do with the matter thero can be no question but that while almost every town m the north-west was loudly expressing its enmity to the cpr the friendly attitude of mac leod was appreciated by the com pany and we venture the opinion that on that account the cpr had determined if possible to run their line through macleod before any of the officials had been interviewed by the delegates with the excep tion of the matter of the reduction of the mounted police concerning which the policy of the government had been decided upon before the delegates arrived we have touched on each question referred to m the report beyond these matters we think one delegate would have an swered its well as two and that at least one of the delegates expenses commenced a month sooner than was necessary tho services of dr kennedy who was on the spot could have been utilized at a nomi nal cost and thus have saved the expense of ene delegate on the whole the conclusion which the gazette must honestly come to i.s that shaft wai sunk somo yenrs ago to a dep i:h of 145 feet and developed a fine ore boriy from which was shipped over 100 tons of high grade ore but owing to lack of machinery to handle the water and hoist the ore the work wan closed down hut now that the property is m the hands of v strong company tho work will be energetic-lily carried on and the mine systematically developed a rioh strike is reported to have been made en the black diamond mine of late a force of from 2/5 to 30 mon has been stead ily nt work since tho ist february last the work being directed largely to development but m carrying on this work several oars of ore lvivn been extracted a tunnel h»b been driven a distance of 105 ft to tap one ot the veins which run through these properties and where it was crosscut tho vein is bft m width the most of which is concentrating ora hut carrying ti pay streak near the hanging wall about 18 m m width whioh may he easily hand sorted for shipment to the smoltor drifts liavo boen driven both north and south on tho vein and the drift to the north bas struck a body of ore 3ffc m width nsßaysfrom which give 1250z m sil ver 40 % lead and so m gold per ton work has also been begun on the little mamie lady of tho lake and hamburgh a group of adjoining claims lying to the south of tho little donald and recently purchased by t i gibson for one of his companies at 18,700 oash have lone been considered among the moat valuable in the camp but owing to tsok of pumping and hoisting machinery tho work has not been pushed to any great extent it is a matter of congratulation to
